Hawaii service dog laws
In public places, Hawaii's definition of a service animal tracks the ADA closely: HRS 347-2.5 limits it to a dog trained to do disability-related work, and emotional comfort alone does not qualify. So a dog that interrupts panic attacks or performs other psychiatric tasks qualifies. HRS 347-13 then lets you bring the dog into lodging, transit and other public accommodations without paying extra.
- HRS 347-2.5 covers dogs only and states plainly that providing emotional support, comfort or companionship is not a trained task.
- Under HRS 347-13 a business cannot add a fee for your service dog, though you remain responsible for any damage it causes.
- Knowingly passing off an untrained animal as a service animal draws a $100 to $250 fine the first time and at least $500 after that (HRS 347-2.6).
- Harming a working service animal is a misdemeanor in Hawaii, and the offender must cover vet bills or retraining costs (HRS 711-1109.5).
