Ohio service dog laws
Ohio Revised Code 955.43 gives people who are blind, deaf or hard of hearing, or who have a mobility impairment, equal access with an assistance dog to public transit, lodging, schools and other places open to the public. People whose dogs help with psychiatric or other disabilities are protected by the ADA, which applies in Ohio however the state statute is worded.
- Trainers accompanied by an assistance dog are covered as well, and a dog in training must be insured through the nonprofit agency that is training it.
- Recklessly refusing access, or charging any fee for the dog, is a fourth-degree misdemeanor under 955.43.
- On common carriers the dog must be leashed, and it may not take up a seat on public transportation.
- The current text of 955.43 took effect March 20, 2026, as part of House Bill 247, a broader rewrite of Ohio's dog laws.

Service dog housing rights in Ohio
If a landlord refuses a service dog, ask for the decision in writing, then contact the Ohio Civil Rights Commission or file a complaint with HUD.
