Texas service dog laws
Chapter 121 of the Texas Human Resources Code gives people with disabilities the right to bring a service animal into public facilities, working side by side with the ADA. State law describes service and assistance animals as dogs specially trained or equipped to help a person with a disability. Enforcement is mostly local, through police and prosecutors.
- Section 121.003(i) says a service animal in training can't be kept out of a public facility when an approved trainer is with it.
- Knowingly claiming an animal is a service or assistance animal when it isn't brings a fine of up to $1,000 and 30 hours of community service (121.006).
- Texas also makes it an offense to assault, harass, injure or interfere with a service or assistance animal.
- If a business turns you away, the Governor's Committee on People with Disabilities suggests a police report or a small claims case, which doesn't need a lawyer.

Service dog housing rights in Texas
If a landlord refuses a service dog, ask for the decision in writing, then contact the Texas Workforce Commission Civil Rights Division or file a complaint with HUD.
