Virginia service dog laws
Va. Code 51.5-44 lets a person with a disability bring a trained service dog into restaurants, hotels and other public accommodations with no extra charge for the dog. The statute pictures the dog in a harness, backpack or vest identifying it as a service dog, a detail the ADA itself doesn't require. Handlers are liable for any damage the dog causes.
- A dog in training that is at least six months old may come along with an experienced trainer when it wears gear identifying its role.
- Fitting a dog with a vest, harness or ID card to fraudulently pass it off as a service or hearing dog is a Class 4 misdemeanor under 51.5-44.1.
- In Virginia, a Class 4 misdemeanor means a fine of up to $250 with no jail term, under Va. Code 18.2-11.

Service dog housing rights in Virginia
If a landlord refuses a service dog, ask for the decision in writing, then contact the Virginia Fair Housing Office (Department of Professional and Occupational Regulation) or file a complaint with HUD.
