Oklahoma ESA laws
Oklahoma wrote assistance animal rules into its landlord-tenant law in 2018. Title 41, Section 113.2 counts an animal that gives disability-related emotional support as an assistance animal and lets a landlord request reliable documentation when your need is not apparent. That documentation has to verify the disability, describe the accommodation you need and show how the two are linked.
- Landlords may check that a letter is authentic, and the statute presumes documentation acquired through purchase or exchange of funds for goods and services is fraudulent.
- If a tenant knowingly relies on a false claim or fraudulent documents, a landlord who wins the eviction case can recover costs, fees and up to $1,000 in damages.
- A landlord is not liable for injuries caused by an assistance animal it allowed as an accommodation.
- Housing discrimination complaints go to the Attorney General's Office of Civil Rights Enforcement and must be filed within one year of the last unlawful practice.

What an ESA letter covers
Rentals and other housing
A letter supports a reasonable accommodation request, so a housing provider considers an exception to no-pet rules or pet fees for your animal.
Not flights or stores
Airlines treat emotional support animals as pets, and stores or restaurants do not have to admit them. Only trained service dogs have those rights.
Any common species
Dogs and cats are most common, but the letter is about your need for the animal, not its breed or training.
Reasonable limits apply
A provider can still refuse an animal that poses a direct threat or causes serious damage.
What to do if a landlord in Oklahoma denies your ESA
Ask the housing provider to put the refusal and its reason in writing. You can then contact the Oklahoma Attorney General, Office of Civil Rights Enforcement or file a complaint with HUD. Many renters settle the issue at this stage simply by asking for a written decision.
